Summary of Specifications:
It is the goal and purpose of the County to provide comprehensive medical, dental and pharmaceutical services to inmates at the Orange County Correctional Facility, including, but not necessarily limited to, staffing and management for the Correctional Facility from qualified Companies. The services must meet the standards of care consistent with the American Correctional Association, National Commission on Correctional Health Care, New York State Sheriff’s Association, the National Detention Standards hereinafter referred as “Accreditation Agencies”; as well as the standards advocated by the New York State Commission of Corrections, hereinafter “COC”.
For this project, Companies may elect to submit proposals based upon medical, dental and pharmaceutical services, or just medical and dental services. The Medical Services contract is expected to commence on January 1, 2014. The term of such contract will be for three (3) years with two (2) additional one (1) year options for renewal, or portions thereof, to be exercised exclusively at the County’s option.
The County is also requesting proposals to provide pricing, planning, equipment and training for an Electronic Medical Record System (EMRS) to be implemented in the Correctional Facility. Companies are asked to submit this portion of their proposal separately from their medical and dental proposal and/or pharmaceutical proposals. The Company selected to provide medical and dental services must utilize the EMRS selected by the County.
If the County determines that it is in its best interest to do so, the County may award Contracts separately to one or more proposer based upon the quality of their proposal and the possibility of integration between Contractors. Additionally, the County reserves the right to award a single Contract to one proposer responding successfully to each of the separate sections of this RFP.
