The County of Orange (“County”) Department of Social Services (“Department” or “DSS”) provides a wide array of preventive services for children at-risk of foster care placement due to abuse and / or neglect. Family Development Services are deployed when an allegation of abuse and / or neglect has been substantiated and imminent risk of children residing in a household has been identified. The Orange County Department of Social Services anticipates awarding a contract (s) to non-profit agencies to provide highly specialized services designed to prevent out-of-home placements, reduce risk and enhance the safety of children residing within the household.
