RFP-EFS-002-2014 - Facility Plan to Increase Treatment Capacity of OCSD No. 1

Summary of Specifications:
The County of Orange is soliciting the services of a qualified Consulting Engineering firm (hereafter referred to as “Offeror”) to develop a Facility Plan to increase the wastewater treatment capacity of Orange County Sewer District No. 1. This may be accomplished by expanding the Harriman Sewage Treatment Plant by 3.0 MGD or by constructing and/or expanding and/or retrofitting an alternate treatment facility, or any variation thereof, to achieve the same (3.0 MGD) or greater amount of additional treatment capacity. It is the intent of this RFP that the successful Offeror will be assigned to provide Project Management, Plan Design, Construction Management, Start-Up, Acceptance, Commissioning, and Training and obtain designated governmental approvals for headworks, primary, secondary and tertiary improvements and upgrades as required.
