Description

The County of Orange (“County”) Department of Public Works (“DPW”) is seeking a Consultant(s) to provide and implement a Fleet and Fuel Management Solution. Implementation may be phased as two fuel islands will likely be replaced within the next 24 months. One platform that addresses both Fleet and Fuel Management is preferred, however, the County reserves the right to consider separate systems and award a separate contract for each if it is in the best interest of the County.

The objective is to successfully implement a system that will enable the County to manage its vehicle and equipment fleet including but not limited to: Fuel Management; Vehicle/Equipment Asset Tracking; Motor Pool Management; Maintenance, Repairs and Work Orders Management; and Parts and Inventory Control. This system should minimize administrative workload while maximizing the availability of critical data through reporting interfaces and direct queries. Through improved information management and process examination, DPW will improve customer service, repairs and maintenance services, and increase staff efficiency and productivity. Complete, real-time, easily accessible data will enhance staff and management ability to maximize availability, usage and cost-effectiveness of resources.

Software as a Service is required for the system(s). The controllers for most County fuel islands (regardless of whether the fuel island is scheduled for replacement) will need to be updated as well as they are at end-of-life. The need for replacement controllers is indicated with information provided for each island in the Specifications section of this RFP.

The County also desires a project approach where implementation consultants will participate in configuring a fully functional solution and provide in-depth consultation regarding process efficiencies and best practices.
