The County of Orange is seeking contractors to furnish all labor, equipment, and materials necessary for placement and compaction of various hot mix asphalt on designated non-highway projects, as necessary by geographic Zone. This method of Bidding the Work calls for a separate Bid and separate Contract for each Zone. Zones for the purpose of this Request for Bids are defined as follows:
Zone 1 and 2: This Zone includes the Towns of Blooming Grove, Cornwall, Crawford, Hamptonburgh, Highlands, Montgomery, Newburgh, New Windsor, and Woodbury, as well as all municipalities located within the borders of those Towns.
Zone 3 and 4: This Zone includes the Towns of Chester, Deerpark, Goshen, Greenville, Minisink, Monroe, Mount Hope, Tuxedo, Wallkill, Warwick, and Wawayanda, as well as all municipalities located within the borders of those Towns.
Small Quantity: This Zone will include all municipalities in Orange County.
Each Bidder may submit a Bid for as many Zones as such Bidder deems appropriate. Separate Bid Forms are included as part of this RFB for each of the three (3) Zones.
Cost associated with mobilization, pavement keyways, 80 series compaction, density monitoring, and Work Zone Traffic Control (i.e. signage and flagpersons) shall be included in the Unit Bid Prices.
To ensure the Work required under this RFB is completed, a Successful Bidder (“Contractor”) for any paving Zone may be required to perform Work in another paving Zone. This will occur only if a Contractor for a paving Zone fails or refuses to perform Work required by the County, and/or fails to perform Work required by the County in a timely manner. The County shall contact the lowest priced Contractor (excluding the defaulting Contractor) as to its availability to perform the Work. Should the lowest priced Contractor fail to respond to the County’s request for services within one (1) business day, the County shall contact the second lowest-priced Contractor as to its availability to perform the Work (and so on). If no Contractor under awards from this RFB is able to perform the Work within the time frame provided by the County, the County reserves the right to contact other parties, regardless of whether such parties are under contract with the County, perform the Work.
