The County, through its Office for the Aging (“OCOFA”), is seeking proposals from Offerors to provide certain services to eligible County residents in accordance with Title III-E of the Older Americans Act of 1965, as subsequently amended (the “OAA”). Title III-E of the OAA (“Title III-E”), which was added in the 2000 amendments to the OAA, provides funding to state and local programs to assist eligible caregivers of older adults and children.
A growing number of grandparents and other older relatives find themselves caring for their grandchildren and other relative children because the parent(s) are unable to care for them due to a variety of reasons. In New York, according to the last Census, close to 400,000 children live with their grandparents. There are another 111,806 children living with other relatives. The services for which Offerors are to submit proposals in response to this RFP are (a) Information and Assistance and (b) Counseling, Support Groups and Training to support grandparents and other older adult relative caregivers of children. Proposals may be submitted for one service or a combination of services. The services may be performed in outreach locations, institutions and participant residences within the County, as appropriate. Multiple contracts may be awarded to ensure service coverage throughout the County.
