Summary of Specifications:
The purpose of this RFP is to obtain proposals for securing the service of a qualified individual or firm to prepare the Orange County Multi-Jurisdictional All Natural Hazards Mitigation Plan for Orange County Government (“County”) and the local governments located in Orange County (“Plan”). As described in 44 CFR Section 201.6 (Local Hazard Mitigation Plans) and the Disaster Mitigation Act of 2000, all local governments are required to have an approved mitigation plan to receive Hazard Mitigation Grant Program project grant funds. To fulfill this requirement, the County seeks a qualified person or firm to prepare the Plan that meets the standards of, and is approved by, the Federal Emergency Management Agency (“FEMA”) and the New York State Office of Emergency Management Office (“Contractor”).
The Plan is the representation of Orange County’s commitment to reduce risks from natural hazards, and to serve as a guide for decision makers as they commit resources to reducing the effects of natural hazards. The Plan will also aid New York State (“State”) in providing technical assistance and prioritizing project funding.
The Plan must be designed to outline the activities of (i) the County, (ii) each of the three (3) cities, twenty (20) towns and nineteen (19) villages located within the County who choose to participate in the Plan, and (iii) the State and local governments’ emergency management and emergency response agencies within the framework of existing, in-place emergency management systems. The Plan shall provide the planning basis for emergency identification; operation/repair; notification; evacuation; recovery; and training/testing.
