Introduction below:

1. The County of Orange (“County”), by and through its Department of Health, Division of Intervention Services, is soliciting information from qualified respondents regarding the acquisition and implementation of software solutions designed to support special education preschool services. The County seeks to modernize its preschool student data management, compliance tracking, and Medicaid reimbursement processes by adopting a unified software solution which will coordinate or integrate with the McGuinness Preschool System which the County currently utilizes.

SECTION VII. INFORMATION SUBMISSION REQUIREMENTS

Responses must not exceed ten (10) pages, excluding attachments. Submissions should be structured as follows:

Executive Summary – Key features, benefits, and implementation milestones; include Fed ID Tax #, Contact person’s name, Email and Phone number.
Experience & Qualifications – Relevant expertise, including government projects and three (3) references, including contact information for the references.
Software Description & Implementation Plan – Features, compliance details, and deployment timeline, training and support.
Alternative Solutions – Comparable solutions, if available. Respondents are encouraged to offer alternatives to the assumptions made by the County, but each must respond to and be compliant with the primary Request for Information and questions before offering any alternatives.
License & Service Agreements – Copies of relevant agreements.
Budget Details & Pricing – Non-binding cost estimates.
