Description

Scope. The County of Orange (“County”) on behalf of Valley View Center for Nursing Care and Rehabilitation (‘Facility”) is seeking proposals from qualified offerors for a Scheduling and Timekeeping System Solution (“Solution”) . The County is seeking ONE new Solution that addresses the requirements of Facility’s nursing home divisions including but not limited to Dietary, Nursing, Admin, Housekeeping, etc. for a Scheduling and Timekeeping System.

Objectives. The objective is to successfully implement a Solution that will enable the County to manage its employee’s work schedule and payroll rules including but not limited to time off request, overtime rules, shift differentials, meals, stipends, filling vacancies, shift and vacation bidding, shift swapping, lunch and break management, training, and certification management, Family Medical Leave Act (FMLA) reporting, and Payroll-Based Journal (“PBJ”) reporting rates of pay for billable hours. The Solution is sought to improve overtime management and reduce overtime expenditures while ensuring staff shift assignments meet all union rules and/or other organization policies. The Solution will enable automated completion of timesheets to ensure greater accuracy and significant time savings for all staff. The Solution will enable the County to have real time visibility of shift vacancies weeks or months in advance, post, find and fill shifts significantly faster and more accurately improving the current shift bidding process.

Contract Award. The successful offeror (“Vendor”) awarded a contract under this RCO ( “Contract”) must deliver ONE fully integrated business and technology cloud-based, software as a service (“SaaS”) solution that meets the requirements set forth in this Scope and the Specifications portion of this RCO. Only one (1) Contract will be awarded under this RCO. If an offeror does not provide a full integrated Solution, it must identify in its proposal the provider with whom it will partner with the Solution specified in this RCO, detailing the portion(s) of the Solution that will be delivered by such partner providers. If such offeror becomes the Vendor, the Contract will be between the County and Vendor, with the Vendor’s partner provider being its subcontractor under the Contract.
