Summary of Specifications:
The County, through its Office for the Aging (“OCOFA”) is seeking proposals from Offerors to provide transportation services to citizens age 60 and over (“60+ Seniors”) in accordance with Title III-B of the Federal Older Americans Act of 1965, as subsequently amended (the “OAA”). In general, it is the intent of Congress that federal funds under the OAA be used to improve the ability of local support services to assist the elderly to remain in a home environment and participate in community and family life. It is the further intent of Congress that federal funds under the OAA be used to provide support services to those with the greatest economic and social need including low income, minority, handicapped, isolated and frail elderly populations. Transportation is an important quality-of-life issue for older adults; it increases independence, provides connection with the community, and ensures access to life sustaining activities. Many older adults have restricted transportation options due to financial and/or physical limitations and are considered “transportation disadvantaged.” The transportation services funded under Title III-B of the OAA should be designed to meet the particular physical, psychological, and economic needs of older adults. It shall be a primary obligation of the vendor to operate its service so that OCOFA and the County will be assured of continuous and reliable service. Multiple contracts may be awarded to ensure service coverage throughout the County.
