The County of Orange (“County”) is seeking proposals from qualified firms for an Integrated Unpaid Property Tax System (“UTS”) together with implementation, data conversion, training, maintenance, and technical support. The goal is to replace the in-house written software that was implemented in 1991 by County staff and was converted from a mainframe version to a client server version in 2003.
The successful vendor (“Vendor”) awarded a contract under this RFP (“Contract”) shall deliver to the County a UTS solution that enables integrated real time processing of all unpaid property tax transactions including, but not limited to: tracking and accepting payments for bankruptcy, deed sale, and foreclosure process. The UTS must be capable of generating large volumes of special documents. The Vendor must design and implement a training program that will teach users the skills and and impart the knowledge necessary for County staff to effectively use the UTS. The Vendor will also be expected to provide ongoing maintenance and support services necessary to implement UTS updates as such updates become available, and to perform the processes of technological conversion, interfacing and organizational change involved in moving from the current system to the new UTS allowing users to have direct access to, and control of, those portions of the UTS information necessary for the performance of their jobs.
A relevy tax system is required to replace separate process/system prior to unpaids becoming part of the UTS. The input of unpaid tax amounts (19 villages and 17 school districts) from tax collectors onto January county bills for each parcel is required.
The UTS must be able to import an external file containing swis code, section-block-lot (SBL), and the relevy amount. The system must be able to export school and village relevy taxes in the Real Property Tax System (RPS) format.
The County seeks to purchase and own or otherwise acquire the perpetual right to use the UTS solution, professional services required to implement the UTS solution, data conversion services, staff training, any reprogramming services required to interface the new UTS solution with the NYS Office of Real Property Tax Service RPS software, and ongoing maintenance and support services. Data obatined shall not be used or sold by Vendor for any purpose after than the delivery of servcies under the Contract.
