RFP-RC-2019-012 - Complete Customized Publishing System 60 mo Lease or CPC, Incl. Maint/Sup

PURPOSE OF REQUEST FOR PROPOSAL (RFP)
The purpose of this RFP is to inform the private sector of a potential business opportunity to provide a complete customized publishing system for the County of Rockland.  The County of Rockland desires to solicit qualified proposals for the traditional municipal lease or Cost-Per-Copy program of High Speed Digital Production photocopiers for our centralized Reproduction Department, in accordance with this Request for Proposal. 
 
Award resulting from this RFP will be a firm fixed five-year term (60 month) contract.  The proposed solution shall include at least one copier that has color capabilities.  The system offered must meet or exceed the specifications listed.  The awarded proposer shall also be able to assist the Reproduction Department to better utilize the recommended equipment / solution to its full potential.
 
The purpose of this request for proposal is to enter into a contract with a qualified firm to provide the specified equipment or equivalent with all specified services.  It is anticipated that this RFP may result in a contract award to a single contractor.
 
This RFP is designed to provide interested offerors with sufficient basic information to submit proposals meeting minimum requirements but is not intended to limit a proposal's content or exclude any relevant or essential data.  Offerors are at liberty and are encouraged to expand upon the specifications to evidence service capability under any agreement.
 
Contracted firm shall not stop providing service calls at any time during the awarded term due to the cross-over into a new budget year pending new annual purchase order.
 
The upgrade to a color production unit is so that there is back up with equivalent capabilities to the B/W unit during busy periods.
 
The County expects to only pay for copies used. If the quantity of a print or copy run is changed during the run, or if the copy or print run is cancelled during the run, it is imperative that the device counter immediately adjust charges to remove the cost of unmade copies.
 
The copies-per-original command must reset to zero after each job is completed
 
Copies of Underwriters Labs (UL) or Bertl reports for proposed equipment shall be included in the Request for Proposal response.
