SSN-RC-2021-007 - Comprehensive Crime Victim Services- Center for Safety and Change, Inc.

The County of Rockland is considering the issuance of a Sole Source award to Center for Safety and Change, Inc. (“Service Provider”) for the provision of Comprehensive Crime Victims Services to residents of Rockland County. Funding amount is contingent on the adoption of the County of Rockland 2021 Annual Budget. As such, final funding amount may differ from the estimated amount.

TERM: January 1, 2021 - December 31, 2021

This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.

Program/Services:
The provider shall perform the following Programs/Services:
 

14. A minimum of 141 unduplicated* victims of crime (and their families) will receive direct support services (such as crisis intervention, counseling, advocacy, accompaniment services, completion of human trafficking confirmation and NYS Office of Victim Services Claim Application), information and referrals (including referral to referral to emergency shelter/housing and/or translation services

14. A minimum of fifteen (15) human trafficking victims over the age of 21 will receive direct support services, information and referrals, and / or translation services.
14. 100% of those clients referred to the Service Provider will receive at least one of the following engagement services in order to build a trusting relationship between client, Service Provider and DSS:

14. Engagement services must include one (1) year of diligently contacting and visiting all referred crime victims a minimum of two (2) times per month with at least one (1) contact being face to face. All contacts and/or attempts at contacts must be documented. Attempted contacts must demonstrate due diligence on the part of the Service Provider.
14. Anti-human trafficking support services will be provided to all victims of labor and/or sex trafficking for those over the age of 21.
14. Advocate services (bi-lingual, Spanish speaking) will be provided to all victims of non-domestic violence related crimes who have been referred by the Rockland County District Attorney’s Office.
14. Service Provider will schedule and hold a minimum of two (2) cross-trainings between DSS and Comprehensive Crime Victims staff. One such training must occur by June 30, 2021 or sooner, and the second training must occur by September 30, 2021 or sooner. The contract amount will be reduced proportionally in the event the required cross trainings do not occur in a timely manner.
14. Host three (3) task force meetings in order to engage community partners in formulating strategies to address human trafficking in Rockland County. The contract amount will be reduced proportionally in the event the required task force meetings do not occur in a timely manner.
14. Refer clients, as appropriate, to the New York State’s myBenefits website to inform them about various assistance programs and supportive services.

14. Provider must ensure that its information, and all updates, are provided to and contained on the “2-1-1- database system”. Provider will contact Hudson211 to complete the required forms within thirty (30) days of contract execution; [2-1-1 is a program of United Way in the Hudson Valley].
     

• Service Provider will:
  • submit quarterly, year-end, and any other reports as required by the Department of Social Services
  • maintain records indicating all Performance Target Outcomes have been met throughout contract term and provide the records to the Department of Social Services as requested

• Demonstrate successful experience providing the above services to eligible individuals and families by records indicating Performance Target Outcomes have been met.

• Provider must include a written attestation that it will be delivering one or more of the following services to all of its clients, as applicable, under the resulting contract:

• Child Preventive Services (referral, monitoring supportive and rehabilitative services provided to children under the age of 18 and their families to avert disruption of family unit)
• Child Welfare Services (services to protect and promote the welfare and safety of all children, including individuals with disabilities; homeless, dependent or neglected children)
• Family Preservation Services (services for children and families designed to prevent harm to children and help families at risk or in crisis)
• Family Support Services (community-based services to promote the well-being of children and families designed to increase the strength and stability of families and enhance child development)

• Must currently be providing bilingual (Spanish speaking) Crime Victims Advocate services for cases referred by the Rockland County District Attorney’s office
• Must be named as Rockland County’s designated agency for providing assistance to all crime victims
• Must be currently be certified as a New York State Office of Children and Family Services certified Domestic Violence agency
• Must currently be a New York State Department of Health designated Rape Crisis Program
• All direct service employees and volunteers must currently be certified Rape Crisis Counselors
• Deputy Executive Director of Programs and Clinical Services and Deputy Executive Director of Domestic Violence Services/Employee Relations must currently be New York State Department of Criminal Justice Services Police Academy Training Certified
• Must complete the New York State Victim Assistance Academy training
• Must currently have an existing 24/7 telephone hotline in place
• Must currently have an existing Domestic Violence Non-Residential program in operation
• Demonstrated successful experience providing the above services to eligible individuals and families by records indicating Performance Target Outcomes have been met
• Must be located in Rockland County
• Must be accessible by public transportation
• Have established services locations in New City (including District Attorney’s office), Suffern (Special Victims Center), and services available if needed in Haverstraw, Spring Valley, or other safe location requested by client
• Have multi-lingual staff to provide services
• Regular attendance at Haverstraw, Spring Valley, Nyack, and Western Ramapo Collaborative meetings

• Be governed by a Board of Directors
• Be up-to-date with all IRS filings
• Be up-to-date with all NYS filings
• Have a 2021 budget with Board approval
• Be fiscally sound
• Have a Non-discrimination Policy
• Have a Conflict of Interest Policy
• *Provide a copy of agency’s most recently filed 990 IRS Form

• Maintain program records for the purpose of an audit and provide to the County all program-related information including proprietary materials, upon request
• Be available for announced on-site visits
• Submit quarterly vouchers to RCDSS
• Quarterly Vouchers, which may only include expenses for the respective quarter, that are not supported by the proper documentation and/or not provided to RCDSS within thirty (30) days of the end of each quarter, or within 14 (fourteen days) of request by RCDSS,, will not be considered for payment by RCDSS.
