The purpose of this request for proposal is to enter into a contract with a qualified firm to prepare a Five-year Strategic Plan for the creation of a Consolidated Plan and the first- and second-year Action Plan that is comprehensible, easy to read and understand, and must meet all HUD requirements, guidelines, rules and regulations pertinent to the preparation of a Five-year Strategic Plan of the Consolidated Plan. It is anticipated that this RFP may result in a contract award to a single contractor. The work must consult all the consortium partners, evaluate their individual five-year plans, and incorporate those plans into the County's Five-year Strategic Plan of the Consolidated Plan. Include a process for citizen participation and public comment. Outreach is to include a minimum of three public meetings, in addition to the required public hearings. Outreach must also include the local Public Housing Agency (PHA) and PHA residents. The consultant’s attention is to be directed to assessment, prioritization and development of strategies, programs, and policies for low-moderate income community needs, particularly those that have not been adequately addressed in previous plans and studies, particularly economic development needs.
The County of Rockland Office of Community Development seeks the services of a Contractor to develop the County of Rockland's Consolidated Plan 2020-2024. The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from HUD’s Office of Community Planning & Development formula block grant programs: Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, Emergency Solutions Grant (ESG) Program, and Housing Opportunities for Persons With AIDS (HOPWA) Program. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. Each CDBG grantee reports on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER). This RFP is designed to provide interested offerors with sufficient basic information to submit proposals meeting minimum requirements, however, is not intended to limit a proposal's content or exclude any relevant or essential data. Offerors are at liberty and are encouraged to expand upon the specifications to evidence service capability under any agreement.
