SSN-RC-2021-003 - Hot & Cold Meals for Rockland County Emergency Family Shelter- Meals on Wheels

The County of Rockland intends to issue a Sole Source award to Meals on Wheels Programs & Services of Rockland, Inc. for a term of January 1, 2021 through December 31, 2021. This purchase will be made on a sole source basis in accordance with the Rockland County Procurement Policy. Funding amount is contingent on the adoption of the County of Rockland 2021 Annual Budget.  As such, the final funding amount may differ from the estimated amount provided in this notice.

TERM: January 1, 2021- December 31, 2021

This notice is issued for informational purposes only and is NOT a request for competitive quotes. The Contractor shall provide the following:
 

1. Approximately 844 meals (lunch & dinner) per month - "2" choices of nutritionally balanced meals consisting of:

2. Lunch meals to be provided in individually sealed wrapped containers and arrive in insulated carriers. Meal components such as milk, bread & desserts to be packed in an insulated carrier according to meal count.

3. Delivery time will be approximately 11:00 a.m. each day to the Rockland County Emergency Family Shelter located at Bldg. C, 50 Sanatorium Rd, Pomona, New York.

4. Proposed Cost - $7.25 per meal.

• Be a 501 (c)3
• Be governed by a Board of Directors
• Be up-to-date with all IRS filings
• Be up-to-date with all NYS filings
• Have a 2021 budget with Board approval
• Be fiscally sound
• Have a Non-discrimination Policy
• Have a Conflict of Interest Policy
• *Provide a copy of agency’s most recently filed 990 IRS Form

• Maintain program records for the purpose of an audit and provide to the County all program-related information including proprietary materials, upon request each month

• Vouchers that are not supported by the proper documentation and/or not provided to RCDSS within 15 days of the end of each month, or upon request by RCDSS, may not be considered for payment by RCDSS.

• Demonstrated successful experience providing the above services to eligible individuals and families by records indicating Performance Target Outcomes have been met
• Submit monthly vouchers including the number of meals served each day of the month.
