Description

The County of Rockland is considering the issuance of a Sole Source award to Rockland Community Development Center, Inc. (“the Provider”) for the provision of Information and Referral and Employment Services to residents of Rockland County. Funding amount is contingent on the adoption of the County of Rockland 2021 Annual Budget. As such, final funding amount may differ from the estimated amount.

TERM: January 1, 2021- December 31, 2021

This award may be made on a sole source basis in accordance with the Rockland County
Procurement Policy.

Program/Services shall include the following services:

Information & Referral Services

A minimum of 3,100* unduplicated individuals and/or families*** will receive Information and Referral services as follows:

Assist individuals and/or families applying for government eligibility programs.

Assist individuals and/or families with navigating government healthcare programs.

Provide information and answer questions regarding available resources for County, State and federal programs and services.

Make appropriate referrals and provide advocacy for clients who are unable to represent
themselves at government and/or other agencies.

Assist senior citizens to apply for government programs to enable them to reside in the least restrictive environment.

Provide multi-lingual (English, Spanish, Hebrew, Yiddish) services to individuals
and families who represent the diversity of Rockland County.

Provider must ensure that its information, and all updates, are provided to and contained on the “2-1-1- database system”; [2-1-1 is a program of United Way in the Hudson Valley]. Within thirty (30) days of contract execution the Provider will complete and submit to Hudson211 the “211 Agency Profile Form”, which can be accessed via the following link: www.hudson211.org/cms/contact.

Employment Services

A minimum of 150* unduplicated individuals will receive employment services.

The Provider will assist and provide services to clients to become employed and self-sufficient, thereby eliminating the need to remain on or apply for Public Assistance as follows:

Assessment of Skills vs. Available Positions
Employer Engagement
Tracking Outcomes
Assistance with Resume Writing
Help with Interviewing Skills

150* unduplicated Rockland County residents will receive Employment Services

Outreach to a minimum of 75* Prospective Employers (Plan for Outreach must be submitted to and approved by DSSEU within 30 days of 2021 contract execution).

Hold at least one (1) Job Fair in 2021. One (1) Job Fair must be held by September 1, 2021 (Advertising Plan for Job Fair must be submitted to RCDSS in advance on or before August 15, 2021 for approval by DSSEU; list of confirmed participating employers must be submitted to DSSEU on or before June 15, 2021)

*Minimum number of eligible clients to be served in 2021. If any of the above-referenced minimum required numbers are not met during the course of the contract term, the contract amount will be reduced proportionally.
* Eligibility to establish residence, household income and size shall be verified by submission of necessary documentation.

**Client eligibility criteria ensuring service to verified eligible, low-income individuals in the specified communities; Low Income standard is met when individuals are recipients of public assistance or at or below 200% of the Federal Poverty guidelines. Low-income must be verified for individuals claimed under this contract and this verification must be included with supporting documentation.

Provider must include a written attestation that it will be delivering more than one of the following services to all of its clients, as applicable, under the resulting contract:

Intake, case maintenance and management services* to help families

achieve and sustain self-sufficiency

- *for all federal and non-federal assistance programs; Medicaid, daycare; SNAP
Child Preventive Services (referral, monitoring supportive and rehabilitative services provided to children under the age of 18 and their families to avert disruption of family unit)
Child Welfare Services (services to protect and promote the welfare and safety of all children, including individuals with disabilities; homeless, dependent or neglected children)
Family Preservation Services (services for children and families designed to prevent harm to children and help families at risk or in crisis)
Family Support Services (community-based services to promote the well-being of children and families designed to increase the strength and stability of families and enhance child development)
Staff Development Training and Educational programs (services to improve job performance and knowledge on social service programs)
Refer and Inform Clients about the Home Energy Assistance Program

(HEAP)

For clients receiving employment services, Provider must include a written

attestation that all of its clients through a contract with the Department of Social Services will be referred to the New York State's MyBenefits website, to ensure that all clients log on to complete an application and initial screening, informing clients about various employment supportive services and assistance programs, such as: Temporary Assistance for Needy Families (TANF); Federally Non-Participating Safety Net Employment Program (FNP); Supplemental Nutritional Assistance Employment and Training Program (SNAP E&T).
