The County of Rockland Sheriff Correctional Center Division and Department of General Services Purchasing Division intend to recommend the issuance of a Sole Source award to Com-Tec Security, LLC. This purchase will be made on a sole source basis in accordance with Rockland County Procurement Policy and approval by the Rockland County Legislature.
This notice is issued for informational purposes only and is NOT a request for competitive quotes.
The Contractor shall provide the preventive maintenance (Semi-Annual) at the Rockland County Correctional Center on the Cornerstone Detention Products, Inc. (Formerly Com-Tec Security) Management System Computer (SMS) and software programming to maintain the security system including the PLC, touch screen software and hardware (intercoms, door relay control boards {9111, 9112, 9123} and 1012 interface relay boards) at a lump sum price of $14,320.00; PM visits included in price; and provide system repair as necessary at a pre-determined authorized rate plus travel.
Cornerstone Detention Products, Inc. (Formerly Com-Tec Security, LLC) is the only known source that will minimize the security risks necessary by keeping the system fully operational for the security of the R.C. Correctional Center by having exclusive access to the current proprietary architecture and software programming.
Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this notice can be met by December 29, 2022, prior to 3:00 PM. Statement of capabilities shall include working knowledge of the above system, written authority by CornerStone Detention Products, Inc. (Formerly Com-Tec) to service and access CornerStone Detention Products, Inc. (Formerly Com-Tec) software and hardware systems and parts; documented record of other service work and parts replacement for CornerStone Detention Products, Inc. (Formerly Com-Tec) equipment. A determination by the County not to compete the proposed contract is solely within the discretion of the County. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive requirement.
