SSN-RC-2022-028 - Proposed SS Award to Camp Venture, Inc. to Provide Just a Buck Employment Prgm

The County of Rockland Department of Mental Health is considering the issuance of a Sole Source award to Camp Venture, Inc. for the provision of Just A Buck Employment Program for persons with Developmental Disabilities.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
TERM: January 1, 2022- December 31, 2022
SCOPE
The Just A Buck Employment Program is a unique opportunity for individuals with developmental disabilities to be able to work successfully and to gain work experience in a structured, supportive and safe environment.
The target population is the Office for People with Developmental Disabilities (OPWDD) service recipients, both students and adults, with Developmental Disabilities who are interested in securing competitive employment or work experience in a community-based work site.  The program will serve up to 15 participants annually.
PROGRAM SERVICES

• Employment training and supervised work experiences for individuals who are not quite ready to work out in the community but have the desire and skill set to work with proper support.
• Competitive employment opportunities, at minimum wage, as a Just A Buck store employee at the register, stocking shelves or taking, filling and delivering bulk orders to customers.
• Community integration opportunities, including interaction with the general public and various community establishments.

• To provide on-site job training opportunities to individuals with Developmental Disabilities that will hopefully lead to successful community employment.
• To provide a real work experience where individuals will be paid minimum wage.
• To provide a real work experience where individuals will be productive, proud and successful in a true competitive employment situation.
• To provide a safe, supportive environment where individuals can improve their employment skills.
• To provide opportunities for community integration for individuals at the job site as well as in the community via delivery of bulk orders to customers.

• Have a successful history of working with and supporting individuals with developmental disabilities, including those with behavioral, physical or health related issues.
• Be governed by a Board of Directors.
• Be up to date with all IRS filings.
• Be up to-date with all NYS filings.
• Have a 2022 budget with Board approval.
• Be fiscally sound.
• Have a Non-discrimination Policy.
• Have a Conflict of Interest Policy.
• Maintain program records for an audit and provide to the County all program-related information including proprietary materials upon request.
• Submit quarterly and year end reports, including number of persons served, service units and results of performance outcomes, as required.
• Be available for on-site visits, announced and unannounced.
