The County of Rockland Department of Mental Health is considering the issuance of a Sole Source award to National Council for Behavioral Health to provide Youth and Adult Instructor Certification Training to become instructors for Youth and Adult Mental Health First Aid.
Mental Health First Aid is designed to teach parents, family members, caregivers, teachers, school staff, peers, neighbors, health and human services workers, and other caring citizens on how to help an adolescent (age 12-18) or young adult (18+) who is experiencing a mental health or addiction challenge or is in crisis.
This award may be made on a sole source basis in accordance with Rockland County Procurement Policy.
This agreement shall be for $59,000 to fulfill all requirements as described below.
The contract shall include but not limited to the following:
National Council shall employ staff or retain independent contractor.
Instructors supplied shall possess all required licenses and certifications and be in good standing.
Certified Instructors upon successful completion of the program shall have access to technical assistance provided by the National Council for Behavioral Health for a period of time no less than one (1) year from completion of the certification.
Trainings shall be completed no later than September 29, 2019.
Adult Mental Health First Aid Model Training
- Training period shall be for three days, limited to 15 participants.
- Adult Model shall serve the young Adult Population in the County eighteen (18) years and over.
Youth Mental Health First Aid Model Training
- Training period shall be for three days, limited to 15 participants.
- Youth Model shall serve the Youth Population in the County twelve (12) to eighteen (18) years.
Cost
Cost to include as follows:
- Trainer Fees for Nationally Certified Trainers
- Trainer Travel and Per Diem Costs
- Trainer Lodging
- Program materials for each participant (teaching kit which includes participant manual, teaching notes, flash drive with Program PowerPoint, handouts and other related program materials; stuffed koala mascot), Training Materials (handouts, exercises, giveaways, etc., Printing, shipping, and processing of training materials to training site, supplies for training (art supplies, markers, etc.)
- 150 Adult Participant Manuals and 150 Youth Participant Manuals for the new Trainers to be able to deliver service to the SOC.

Any agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice no later than 3 PM on July 25, 2019 (15 days after advertisement) of this announcement. The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services.
