SSN-RC-2021-034 - Proposed Sole Source to ARC Rockland to Provide Evening Recreation and Leisure

The County of Rockland Department of Mental Health is considering the issuance of a Sole Source award to NYSARC Inc. Rockland County Chapter d/b/a The Arc Rockland to provide an Evening Recreation and Leisure Program for individuals with developmental disabilities.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
TERM: January 1, 2021- December 31, 2021
SCOPE
To provide recreation activities, classes and events, with staff support, for individuals with developmental disabilities who reside in Rockland County and are deemed eligible for services by OPWDD that offer the opportunity to socialize with people other than those with whom they reside.
PROGRAM SERVICES

• Recreation activities, classes and events, offered The Arc’s main site in Congers as well as different community locations across Rockland County and the neighboring communities including bowling alleys, restaurants, art studios, sport clubs, theatres, pools, etc.
• Weekly and monthly programs include, but are not limited to, swimming, exercise, drama, ceramics, bingo, sports, Zumba, technology classes, bowling and dances.
• Other events offered throughout the year include Rockland Boulders and Westchester Knicks games, WWE wrestling events, Karaoke, men’s/ladies’ nights out and trips to Bergen Performing Arts Center.

• Provide recreation activities, classes and events for individuals with developmental disabilities to promote social interaction, an increased sense of well-being and the ability to interact socially with ease amongst peers and fellow community members.
• Provide needed staff supports to ensure a successful experience for the individuals and the opportunity to fully participate in the community in which they live.
• Provide recreation activities, classes, and events to promote learning experiences that increase knowledge in an individual’s areas of interest.

• Be a 501 (c)3.
• Have a successful history of working with and supporting individuals with developmental disabilities, as well as physical and other health related issues.
• Be governed by a Board of Directors.
• Be up to date with all IRS filings.
• Be up to date with all NYS filings.
• Have a 2020 budget with Board approval.
• Be fiscally sound.
• Have a Non-discrimination Policy.
• Have a Conflict of Interest Policy.
• Maintain program records for an audit and provide to the County all program-related information including proprietary materials upon request.
• Submit quarterly and year end reports, including number of persons served, service units and results of performance outcomes, as required.
• Be available for on-site visits, announced and unannounced.
