PROPOSED SOLE SOURCE AWARD TO MST SERVICES FOR MULTI-SYSTEMIC THERAPY (MST) FOR THE ROCKLAND COUNTY DEPARTMENT OF SOCIAL SERVICES - $53,300
The County of Rockland Department of Social Services (RCDSS) is considering the issuance of a Sole Source award to MST Services for the provision of Multi-Systemic Therapy (MST), for the continuation of training for the team of 4-6 employees, and their supervisor(s) from the RCDSS Children’s Services Unit.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
TERM: September 30, 2021 through September 29, 2022
Multi-Systemic Therapy (MST) is an evidence-based intensive family and community-based treatment program that addresses all environments that impact high risk youth homes and families, schools and teachers, neighborhoods and friends. MST can address delinquent/antisocial behaviors, substance use, mental health diagnoses and child abuse/neglect by addressing the core causes. The average length of treatment is between 3 and 5 months, and therapists/provider agency’s outcomes are analyzed to ascertain positive outcomes.
Multi-Systemic Therapy (MST), Clinical Supervision and Training
Provide clinical supervision and training to a team, which includes 4-6 employees and their dedicated Supervisor(s).
Train a Team of 4 to 6 Department of Social Services employees in Multi-Systemic Therapy (MST) which shall include the following:
- Provide Program Support and Technical Support (includes shared booster training and QA Technical Support)
- Provide Supervisory convergence call and group consultation
- Conduct Data Collection (TAM, SAM, and CAM Data Collection Services)
- Provide Quarterly MST booster training to the Department of Social Services team.
- Provide Agency and Team Licenses.

Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing, and able to provide the services, shall respond to this notice no later than 3:00 pm on October 28, 2021 (14 days after advertisement) of this announcement. The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community.
