The County of Rockland’s Sewer District #1 and Department of General Services Purchasing Division intend to recommend the issuance of a Sole Source award to HACH for the additional concurrent licenses (2), installation/implementation services specified. The actual HACH WIMS™ solution is being purchased under a New York State OGS Contract PC67243. This purchase will be made on a sole source basis in accordance with Rockland County Procurement Policy and approval by the Rockland County Legislature.

The Contractor shall provide: P/N WM-MU-CONUSR - WIMS™ Concurrent User License (2) @ $1,072.00 each; P/N DM-WIMS-Services (164 hrs. to include, but not be limited to, database configuration, reports and data entry form development, project. administration, consultation, basic install assistance, variable setup adapting an industry standard list of parameters and calculations to WasteWater treatment plant (20 plus initial set up of regulatory reports & forms, data entry forms, dashboards, graphs, etc.); import of historical data; training for all users (System Administration, Advanced Training for Managers & Super Users ($32,800.).
HACH is the manufacturer of HACH WIMS™ and is the sole manufacturer of this proprietary software system and advised that they are the only organization authorized to provide licensing, implementation / installation, training and support of the WIMS™ system. Due to the nature of the required services interfacing with current HACH system (OP10), conversion of current data into new system, regulatory required reports and forms it has been determined to purchase the listed concurrent licenses and services direct from HACH.
Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this notice can be met by OCTOBER 21, 2021 prior to 3:00 PM. A determination by the County not to compete the proposed contract is solely within the discretion of the County. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive requirement.
