The County of Rockland Department of Social Services intends to issue a Sole Source award to ALERT MEDIA to amend (320) proprietary Safe Signal software licenses and services in the amount of $4000. The amendment to the current software will provide emergency communications for an increased price of $12.50 per user.
TERM: ONE YEAR
Safe Signal – Alert Media’s Emergency communication solution enables the organization to communicate with precision, inform affected employees and stakeholders, and confirm resolution to any incident. This amended software will improve employee safety, mitigate loss, and ensure business continuity with an emergency communication solution designed for the modern workforce. US Patent #9390614. The system operates on iOS/Android, the user initiates the call/session including on a locked phone; user does not have to swipe, tap or use button to initiate call/session; device automatically enters details about whereabout / location; organization / user can customize the action plan, 24/7 user support. Removing the tether signals the police and supervisory staff; produce an audible alarm.
SMS/text and voice minutes are included based on USA domestic notifications only. International rates apply to SMS voice messages sent or received outside of the USA. One SMS/text consist of 160 characters (or 70 characters if using Non-GSM characters). The usage is measured per SMS/text.
This amendment will include an additional included usage amount prorated to the remainder of the annual term. Future annual terms will receive the entire additional included usage amount.
This purchase will be made on a sole source basis in accordance with the Rockland County Procurement Policy.

Any interested party that believes they can provide a similar software that can perform the intended purpose
shall submit a statement of capabilities in sufficient detail to determine if the requirements of this notice can be met; no later than December 28, 3:00 pm. A determination by the County not to compete the proposed contract is solely within the discretion of the County. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive solicitation.
