SSN-RC-2022-026 - SS Award to Big Brothers/Big Sisters of Rockland County for Mentoring for Youth

The County of Rockland Department of Mental Health is considering the issuance of a Sole Source award to Big Brothers Big Sisters of Rockland County for the provision of a one-to-one Community Mentoring Program for youth in Rockland County.

This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.

TERM: January 1, 2022- December 31, 2022

SCOPE

The Rockland County Department of Mental Health is looking to procure services for the provision of a 1-1 community mentoring program for youth.  The agency serves “at-risk” youth primarily from one parent homes between the ages of 7-18 years throughout all Rockland Communities in 1-1 long term, professionally supported mentoring partnerships with fully screened adult volunteers.


Program Goals and Services include, but are not limited to:
 

• Helping youth to recognize their qualities, values, interests and skills and how to nurture their potential;
• Avoiding delinquency and remaining in school;
• Avoiding criminal activities, drug/alcohol usage and street gang involvement;
• Ability to succeed in school, work, and society;
• Positive family interaction;
• Promote children’s overall mental health;
• Mentors will meet with their mentees a minimum of four (4) hours each month and participate in various recreational and cultural activities. 

• Be a 501 (c)3
• Be governed by a Board of Directors
• Be up-to-date with all IRS filings
• Be up-to-date with all NYS filings
• Have a 2022 budget with Board approval
• Be fiscally sound
• Have a Non-discrimination Policy
• Have a Conflict of Interest Policy
• Maintain program records for an audit and provide to the County all program-related information including proprietary materials, upon request
• Submit quarterly and year end reports, including attendance lists for each group activity, and log sheets for clients served
• Be available for on-site visits, announced and unannounced
