PROPOSED SOLE SOURCE AWARD TO ROCKLAND FARM ALLIANCE FOR AGRICULTURAL OPERATIONS AND EDUCATIONAL PROGRAMS FOR ROCKLAND COUNTY DIVISION OF ENVIRONMENTAL RESOURCES -ESTIMATED AMOUNT $72,600
The Rockland County Division of Environmental Resources is considering the issuance of a Sole Source award to Rockland Community Farm Network for the provision of Agricultural Operations and Educational Programs at Cropsey Farm in the amount of $72,600. This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
TERM: JANUARY 1, 2025 - DECEMBER 31, 2025

Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice no later than
3 PM on December 12, 2024 (14 days after advertisement) of this announcement. The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community.

This sole source fills a need for:
- Management of agricultural fields
- Maintaining the 24-acre Cropsey Farm Park
- Provide Agricultural Education Programs
- Host a Junior Farmers Summer Program
- Maintain farm animals (goats, ducks and chickens)
- Provide workshops on herbal remedies
Required Qualifications:
- Prior history and experience in providing services detailed in this Sole Source Notice.
- The provider shall obtain and keep in effect such insurance coverage as required by the County.
Program Goals and Services include, but are not limited to:
Maintenance and Management
- THE ORGANIZATION will manage all agricultural fields by growing organic produce and preforming proper agricultural practices on said fields including planting cover crops in the fall to prevent erosion.
- THE ORGANIZATION will maintain (mowing, trimming) the grounds for the entire 24-acre park excluding the Cropsey residence and grounds immediately surrounding said residence.
- THE ORGANIZATION will maintain the parking area and roadside areas along Little Tor Road.
- THE ORGANIZATION will be responsible to repair any damage caused by their use of the barn, office, hoop house and property.
- THE ORGANIZATION will be responsible for all utility costs including propane gas, electric and cable.
Agricultural Education
- THE ORGANIZATION will provide an Agricultural Education Program for public/private students and interested parties to promote sustainable agriculture in Rockland County.
- THE ORGANIZATION will host a Junior Farmers summer program to introduce children ages 5-10 to sustainable agriculture and healthy living. This includes gardening workshops, science experiments, planting and harvesting, foraging, arts and crafts and cooking activities.
- THE ORGANIZATION will continue the “Children’s Garden” for ages 5-10 to learn how to garden and provide stewardship to the land.
- THE ORGANIZATION will maintain farm animals on the site including, goats, ducks and chickens to promote animal husbandry.
- THE ORGANIZATION will provide public workshops on making herbal remedies for colds and flus.
Organizations submitting a proposal must meet the following requirements:
- Be a 501 (c)3
- Have successful experienced history of providing/working with and supporting Senior Centers, Adult Day Care, Congregate Meals, Transportation, and Home-Delivered Meals
- Be governed by a Board of Directors
- Be up to date with all IRS filings
- Be up to date with all NYS filings
- Have a current budget with Board approval
- Be fiscally sound
- Have a Non-discrimination Policy
- Have a Conflict of Interest Policy
- Maintain program records for the purpose of an audit and provide to the County all program-related information including proprietary materials, upon request
- Submit monthly and year end reports, including attendance lists for each group activity, and log sheets for clients served
- Be available for on-site visits, announced and unannounced
A determination by the County not to compete the proposed contract is solely within the discretion of the County.
