Description

The County of Rockland Department of Fire and Emergency Services is considering the issuance of a Sole Source award to Earth Network for the provision of six replacement weather stations and one new weather station in various locations throughout Rockland County.

This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.

TERM: Five years

The County of Rockland Fire and Emergency Services currently has six weather stations at the following locations that require removal, replacement, and installations of parts:

Stony Point Elementary School- Thiells, NY
Haverstraw Elementary School- Haverstraw, NY
Rockland County Fire Training Center- Pomona, NY
Village of Suffern, Suffern, NY
County of Rockland, New City, NY
Rockland County Sewer District, Pomona, NY

Fire and Emergency Services have slated a new location for an additional weather station located at 500 Old Nyack Turnpike, Chestnut Ridge NY 10977. All stations will be equipped with Earth Networks Network Appliance software to alert Fire and Emergency Services of hazardous weather conditions.

Weather Station Key Features

Wind Sensor: capture the speed and direction.
Lighting Sensor: integrated in-cloud and cloud to ground lighting direction sensor
Weather Sensor: Temperature, relative humidity, heat index, wind chill, barometric pressure, dew point, wet bulb and more.
Rain gauge: Daily, monthly, and yearly rainfall totals and averages
Weather Display: display and report current conditions, 5-day forecast, doppler radar, local weather alerts and live camera feeds directly from the weather station.

HD Camera

HD Camera to integrate into the weather display, viewable on mobile phones, tablets and computers providing HD access to the facility’s live weather conditions. The Camera is to include:

Earth Networks operates the proprietary weather observing network of lightning sensors and real-time weather stations. Earth Networks Network Appliance (ENNA), and/or Earth Networks Hub Technology pairs with each weather station, which provides the alerting data to the notification system. Earth Networks Network Appliance and Earth Networks Hub technology syncs with each weather station that interfaces with the Earth Networks Weather Observation Network, Sferic Maps and the public facing online weather center.

Labor/Installation
The Contractor shall be paid for each repair job as authorized by Rockland County upon submission of properly executed invoices. Invoices shall be submitted according to these requirements:
Labor Charges: Contractor shall submit an hourly labor price for service calls as may be required at all Rockland County government facilities. The invoice must list specifically the number of man-hours worked.

Detailed description of all completed service work must accompany all invoices.
Contractor shall bill a labor rate in dollars per man-hour for a technician to make required repairs, replacements, and troubleshooting.
The contractor agrees and hereby certifies that all labor charges contained in the invoices and vouchers shall be only those that were required and necessary to complete the work.

Invoices for labor must be billed to the next quarter hour of actual time worked (example: 8:00 AM to 9:10 AM would be billed at 1 hour and 15 minutes). Invoices rounded to the next full hour will not be approved for payment.

The County of Rockland shall not pay for Lunch breaks and any additional company approved break times. The County will only pay for the time working on-site.

This is a Prevailing Wage Sole Source. The contractor shall provide certified payrolls with each invoice as per the NYS Department of Labor Prevailing Wage Law.

Material Costs: The invoice must list specifically all parts, which the Contractor has purchased from other sources and the cost to him/her for each. Receipts for all materials purchased which cost more than $100.00 must be submitted with each invoice. The bidder agrees and hereby certifies that all parts and materials which he/she purchases shall be at the lowest price available at the time considering the prevailing conditions and circumstances for which it is required that the purchase be made. No invoices will be paid without this documentation.

Contractor shall receive a purchase order number from the Purchasing Department prior to commencing any work.

Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing, and able to provide the services, shall respond to this notice no later than 3:00 pm on October 20, 2022 (14 days after advertisement) of this announcement. The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community.
