The County of Rockland Department of Mental Health is considering the issuance of a Sole Source award to The Arc Rockland to provide A Self Advocacy Program for individuals with intellectual and developmental disabilities.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
TERM: JANUARY 1, 2023- DECEMBER 31, 2023
SCOPE
Self-advocacy and person-centered planning are the cornerstones to the future for people with intellectual and developmental disabilities. The goal of the Self-advocacy program is to help self-advocates build the skills and courage needed to speak up for themselves and others. Empowered self-advocates can help create inclusive communities and person-centered and person-directed systems of supports.
Services will be provided to 100 individuals in 2023. Participants may attend the community style forum meetings in person, or via a virtual platform that provides a safe and engaging environment. They will be offered educational opportunities that provide training in a variety of self-advocacy topics that empower individuals to speak up for themselves, both individually and collectively. Participants will learn about making informed and person-centered decisions, choosing services and supports, interacting with peers and community members, and other issues important to them, as well as gain skills needed to increase their community inclusion and speak up for their rights.
PROGRAM SERVICES
Individuals are provided with ongoing self-advocacy skills training including, but not limited to:
- Self-Determination skills
- Person centered employment and residential planning
- Supportive Decision-Making skills
- Governance and election processes
- “Rights of the Month” Training
- Best possible health strategies
- Social and interpersonal skill building
- Enhance communication skills
- Improve technology skills through the use of virtual meeting platforms
- Understanding CCO / Life Plans and Learning about Managed Care
- Fundraising Skills to help people in their community
- Learning how to be an informed voter and the voting process
- Peer Mentoring
PROGRAM GOALS
Empowered self–advocates can help create inclusive communities and a person-centered and person-directed system of supports. Arc Self-Advocates is a group led by people with developmental disabilities for people with developmental disabilities. Self-advocates are encouraged to speak for themselves individually and collectively.
- Provide self-advocacy skills training so that individuals learn to advocate for themselves and others.
- Promote the awareness and recognition of civil rights and responsibilities, which include the opportunities and choices of equal citizenship
- Provide needed staff supports to ensure a successful experience for the individuals.
Unduplicated number of individuals to be served in 2023 is estimated to be 100.
Total Contract Amount: $42,000

Any agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services shall respond to this notice no later than 3 PM on January 19, 2023 (15 days after advertisement). The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services.

- Be a 501 (c)3.
- Have a successful history of working with and supporting individuals with developmental disabilities, as well as physical and other health related issues.
- Be governed by a Board of Directors.
- Be up to date with all IRS filings.
- Be up to date with all NYS filings.
- Have a 2023 budget with Board approval.
- Be fiscally sound.
- Have a Non-discrimination Policy.
- Have a Non-Conflict of Interest Policy.
- Maintain program records for an audit and provide to the County all program-related information including proprietary materials upon request
- Submit semiannual and year end reports, including number of persons served, service units and results of performance outcomes, as required.
- Be available for on-site visits, announced and unannounced.
A determination by the County not to compete the proposed contract is solely within the discretion of the County.
