The County of Rockland Department of Mental Health is considering the issuance of a Sole Source award to Oxford House, Inc (OHI) to establish the peer-run, evidence-based Oxford House Model for recovery houses within Rockland County.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.

SCOPE
Oxford House, Inc is the sole provider of the Oxford House model, which is SAMHSA (Substance Abuse and Mental Health Administration) approved as an effective, evidence-based model for substance use recovery homes. Oxford House, Inc is the sole provider of this evidence-based, peer-run housing program model. The main portion of the contract with OHI will be to fund an outreach worker position for Rockland County.
Oxford House has encouraged both in-house and independent academic researchers to evaluate the Oxford House program. The result is that many research reports on Oxford House show that the program works for many difficult to reach populations.
OHI’s track record is built upon the evidence based and time-tested system of operations for individual houses. The OHI Manual© provides a sound foundation for the disciplined, self-run, self-supported system of operations that assures an alcohol and drug-free open ended living environment.
The outreach worker position will be essential to the establishment and success of the Oxford House model. The outreach worker will:
- Establish and support Rockland County Oxford Houses by locating and assisting in the rental of suitable housing.
- Assist with obtaining an OHI charter for new houses.
- Work with local treatment and recovery providers to identify new residents
- Teach residents the standard OHI system of operations needed to effectively operate the house.
- Provide technical assistance and helping to keep established house on track by organizing chapters, workshops, and state associations.
Oxford Houses will fill the gap within Rockland County for Evidence-based, peer operated recovery homes that provide a level of care not found in other settings. Specifically, this level of care entails a safe, affordable, and drug-free living situation with the support of peers in recovery, support from OHI, and access to other supports in the community.
It is anticipated that at the end of a 12-month period there will be three (3) established Oxford Houses for men and women within Rockland County. Each chartered house will be a single-family home that will be rented in Rockland County and provides a safe, affordable, and drug-free living situation. The house must comfortably accommodate six or more recovering substance users in order to meet the charter requirements.
The new houses will be overseen and guided by OHI to ensure they maintain the highest standards of the Oxford House model which includes adherence to the Charter and the establishment of peer support within the Oxford House Network.
Total Contract Amount: $200,000

Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice no later than 3 PM on July 27, 2023. (15 days after advertisement). The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community.

Organizations submitting a proposal must meet the following requirements:
- Be a 501 (c)3
- Have a successful history of working with and supporting individuals with developmental disabilities, including those with behavioral, physical or health related issues.
- Be governed by a Board of Directors.
- Be up to date with all IRS filings.
- Be up to-date with all NYS filings.
- Have a 2023 budget with Board approval.
- Be fiscally sound.
- Have a Non-discrimination Policy.
- Have a Conflict of Interest Policy.
- Maintain program records for an audit and provide to the County all program-related information including proprietary materials upon request.
- Submit quarterly and year end reports, including number of persons served, service units and results of performance outcomes, as required.
- Be available for on-site visits, announced and unannounced.
A determination by the County not to compete the proposed contract is solely within the discretion of the County.
