SSN-RC-2023-047 - Sole Source to RYE Center for Court Ordered Supervised Visitation

The County of Rockland Department of Mental Health is considering the issuance of a Sole Source award to Rockland Youth Empowerment Center to provide supervision services for court-ordered supervised visitation. 
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
TERM: One Year
SCOPE
Supervised visitation is a type of visitation that allow non-custodial parents to maintain constitutional rights to have contact with their children in a controlled environment.  When supervised visitation is ordered, the non-custodial parent can only see their child with a supervisor present.
Visitation is offered only to those parties named within an order from the Rockland County Family or Supreme Court and must have a Corresponding court order on file.  The court will schedule the length and location of each visit and service. 
Rockland Youth Empowerment Center (RYE) administers the Court Ordered Supervised Visitation (COSV) which allows parents in high-conflict or high-risk situations access to their children in a safe and supervised environment when supervised by another adult
Total Contract Amount:  $38,936
This notice is issued for informational purposes only and is NOT a request for competitive quotes.
Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice no later than 3 PM on July 27, 2023. (15 days after advertisement). The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services.  In addition, the response should detail the agency’s connections to the Rockland County community.

Organizations submitting a proposal must meet the following requirements:

• Be a 501 (c)3
• Have a successful history of working with and supporting individuals with developmental disabilities, including those with behavioral, physical or health related issues.
• Be governed by a Board of Directors.
• Be up to date with all IRS filings.
• Be up to-date with all NYS filings.
• Have a 2023 budget with Board approval.
• Be fiscally sound.
• Have a Non-discrimination Policy.
• Have a Conflict of Interest Policy.
• Maintain program records for an audit and provide to the County all program-related information including proprietary materials upon request.
• Submit quarterly and year end reports, including number of persons served, service units and results of performance outcomes, as required.
• Be available for on-site visits, announced and unannounced.
