The County of Rockland Office of Tourism and Economic development is considering issuance of a Sole Source award to the Rockland Gaelic Athletic Association (RGAA) for the provision of supporting tourism and economic development in Rockland County.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
TERM: January 1, 2022- December 31, 2022
The following areas of service shall be provided under this contract:
RGAA shall provide a first class, state of the art facility for local people in our community to utilize while attracting large groups from outside the County to come and participate in art, cultural, sports and music events.
Program Goals and Services include, but are not limited to:
RGAA shall spend the funding as follows:
Personnel Promotional Officer to promote/attract out of County visitors to events at RGAA.
Direct expenses for event Jerseys/gear/signage and promotional materials to bring in visitors.
2. This budget maybe modified by a written agreement between the Contractor and the County.
C. Promotional requirements
All events that follow the date of the execution of this contract by at least 60 days, shall give prominent posting of the County of Rockland’s sponsorship of the event on all flyers and literature (hard copy or electronic), and at the site. All such posting shall be subject to County approval. RGAA shall make reasonable accommodation to County requests for such publicity.
D. Reporting requirements
By March 31, of each year, RGAA shall provide to the County a report regarding the events and activities held, and all related sales, and sales taxes collected. The report shall also contain, to the extent possible, reporting on revenues from and spending by out of County visitors related to the events and activities. The County Director of Tourism and Economic Development may request any reasonably available information which would permit the Director’s evaluation of the benefit to tourism and economic development in the County.

Any non-profit agency, including the proposed agency named in the Sole Source Notice that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice no later than 3 PM on March 24, 2022 (14 days after advertisement) of this announcement. The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience and qualifications in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community.

Organizations submitting a proposal must meet the following requirements:
- Be governed by a Board of Directors
- Be up-to-date with all IRS filings
- Be up-to-date with all NYS filings
- Have a current 2022 budget with Board approval
- Be fiscally sound
- Have a Non-discrimination Policy
- Have a Conflict of Interest Policy
- Submit monthly and year end reports, including attendance lists for each group activity, and log sheets for clients served
- Maintain program records for an audit and provide the County all program-related information upon request
- Be available for on-site visits, announced and unannounced
A determination by the County not to compete the proposed contract is solely within the discretion of the County.
