PURPOSE OF REQUEST FOR PROPOSAL (RFP)
The purpose of this RFP is to inform the private sector of a potential business opportunity for the County of Rockland to obtain the services of highly qualified and capable vendor(s) to provide subject matter experts for the website development, design, implementation, maintenance, hosting of various County of Rockland websites.
Rockland County intends for this Request for Proposal to result in the selection of vendors that will form a Qualified Suppliers List (QSL), who, on an as needed basis, will be contacted with project specific Scope of Objectives by authorized County agencies. At time of request, Qualified Suppliers will be required to provide a written Scope of Work (SOW) and project specific pricing based on the rates offered with this solicitation. Project specific SOW’s will be evaluated for Best Value as described elsewhere in this solicitation. Exhibit A is a current requirement for the Economic Development, Tourism and Film department. Pricing is required for Exhibit A in the RFP response which shall be included in the Cost Proposal Section and shall be based on the unit pricing offered on the Cost Proposal Pages provided.
Firms wishing to submit proposals to this Request for Proposal shall provide a breakdown of hourly costs by various categories and skillsets. After evaluation based on criteria indicated, firms will be placed on the Qualified Suppliers List based on specialties, knowledge, skill set experience and qualifications. Price breakdown should include hourly rates to design and all related processes intended, including transferring content, if needed, to new sites; redesigning and/or updating existing sites, programming to run applications used on the site and other technical support; maintenance; materials required, if any, and their related costs; hosting; and additional elements as needed.
This RFP is designed to provide interested offerors with sufficient basic information to submit proposals meeting minimum requirements, but is not intended to limit a proposal's content or exclude any relevant or essential data. Offerors are at liberty and are encouraged to expand upon the specifications to evidence service capability under any agreement.
