The County of Ulster (the County) is requesting Statements of Qualifications (SOQ) to identify organizations capable of owning, developing, and operating the building and real property at 21 Elizabeth Street in the City of Kingston identified on Real Property Tax Maps as SBL 56.124-1-12) (the “Property”) as affordable, transitional, supportive, or emergency housing according to the ‘eligible uses’ for affordable housing in the American Rescue Plan Act – State and Local Fiscal Recovery Funds (ARPA-SLFRF). These eligible uses are enumerated and described in pages 4365 through 4367 of the U.S. Treasury ARPA-SLFRF Final Rule of 2022 (Federal Register / Vol. 87, No. 18) and included in the available information for this SOQ. The development of the Property will also follow identified needs in the County’s Housing Action Plan of 2021, which is also included as back up material for this SOQ.
