Ulster County Transportation Council, as the Metropolitan Planning Organization for the Kingston Urbanized Area and greater Ulster County Metropolitan Planning Area, is seeking a qualified firm to provide a locally developed, coordinated public transit-human services transportation plan (“Coordinated Plan”) meeting the unified comprehensive strategy for public transportation service delivery requirements as articulated by the Federal Transit Administration. The Plan shall be developed and approved through a process that includes participation by seniors, individuals with disabilities, representatives of public, private, and nonprofit transportation and human services providers and other members of the public that utilize these transportation services. In addition, the Plan shall provide a “blueprint” for implementing a range of strategies to advance local coordination efforts to improve all transportation services.
Proposals should a) emphasize how mobility management can play a key role in focusing human service transportation coordination efforts in the future and b) be cognizant of Ulster County’s Ulster Connect micro-mobility proposal to the NYSERDA Clean Neighborhoods Program (proposal was unsuccessful).1 Stakeholder and public outreach will be a significant element of the planning process, which will be obtained through efforts such as provider surveys, focus group meetings, stakeholder interviews, and public meetings.
