Dutchess Community College and Dutchess County Department of Public Works (DPW) are seeking the services of a qualified Building Commissioning Agent for a major building construction project. The project involves construction of a new 32,000 gross sf, single story educational building which will be the new home of the Dutchess Community College (DCC) Aviation program and Airframe and Powerplant Certification Program located at Hudson Valley Regional Airport. The project is located at 263 New Hackensack Road, Wappingers Falls, New York 12590.
The approximate cost of construction is $12,000,000. The building includes classroom spaces, instructor offices, lecture rooms, an educational aircraft hangar, an experiential aircraft hangar, bathrooms, breakrooms, and incidental use areas (supply closets, storage, IT rooms, mechanical, etc.)
The project will be built on an undeveloped site, and will include parking lots, aircraft aprons, pedestrian sidewalks, municipal water, natural gas from a Central Hudson service line, an on-site sewage disposal system, and electrical/telecom from existing service providers.
It is anticipated that construction will begin in September 2019 and must be completed by July 2020. Bids for construction have already been received and contracts are being executed presently. Included by reference with this RFP is the Bid Documents and Addenda, prepared by C&S Engineers. Colliers International is the project Construction Manager.
The objective of commissioning is to provide documented confirmation that a facility fulfills the functional and performance requirements of the building owner, occupants, and operators. To reach this goal, it is necessary for the commissioning process to establish and document the owner’s criteria for system function, performance, and maintainability (Design Intent); and to also verify and document compliance with these criteria throughout design, construction, start-up, and the initial period of operation. In addition, complete operation and maintenance (O&M) manuals, as well as training on system operation, should be provided to the building operators to ensure the building continues to operate as intended.
During construction, the Commissioning Provider (CP) develops and coordinates the execution of a testing plan, which includes observing and documenting all systems’ performance to ensure that the systems are functioning in accordance with the owner’s design intent requirements and the contract documents. The CP is not responsible for design or general construction scheduling, cost estimating, or construction management, but may assist with problem-solving or resolving non-conformance issues or deficiencies.
