The Contractor will supply professional services to operate and maintain the Dutchess County
Water and Wastewater Authority's (Authority) facilities to permit such facilities to provide the
community services for which they are intended and to be in compliance with all applicable
laws, rules, regulations and regulatory agencies, including but not limited to the United States
Environmental Protection Agency (USEPA), NYS Department of Environmental Conservation
(NYSDEC), NYS Department of Health (NYSDOH), Dutchess County Department of
Behavioral and Community Health (DBCH), NYS Department of Transportation (DOT), and
NYS Department of Motor Vehicles (DMV) This would also include Authority regulations and
standards.
The qualities and skill categories of personnel, applicable man-hours, tools, materials and
techniques that the Contractor shall utilize to perform the services as defined herein represent
those which to the best of its knowledge and professional experience in the performance of
previous work of this nature will adequately conform to the recognized standards for operation
and maintenance of the facilities in a manner to maintain integrity of water quality, as well as,
efficient and reliable treatment, collection, and conveyance system operation.
Such skills shall include conducting preventative system maintenance on all systems, which is
defined as work related to the integrity of the system to ensure that the efficiency of the system
and its components are in a working order to provide effective and efficient treatment without
compromising the integrity of the system and infrastructure.
