Summary of Specifications:
SCOPE OF SERVICES: Task 1 - 800 MHz P25 Coverage Maps. Key deliverable is the number of sites to assume in the system cost and estimate of the percentage of county coverage for mobile, portable hip and indoor operation. Typical digital 800 MHz P25 signal strength thresholds will be calculated for each of these operating modes and areas where predicted signal strength exceeds these thresholds will be shown on the coverage map with area statistics summarized in accompanying tables. The objective is 95% coverage for portable use on the hip. Three maps will be generated including the existing three-site base configuration analog v. digital P25, site configuration to achieve 95% mobile / 90% portable hip, and site configuration to achieve 95% portable hip. Task 2 - VHF Paging Coverage Maps. As in Task 1, the key deliverable is the number of sites to assume in the system cost and % of county coverage for outdoor hip and indoor operation. VHF specific signal strength thresholds will be calculated for each of these operating modes. Three coverage maps and accompanying area tables will be generated as in Task 1 to show coverage areas for different numbers of transmit sites. The same (or fewer) transmit sites as selected for 800 MHz will be assumed. Task 3 - Motorola 800 MHz P25 System Cost Estimate. Considerations: SAFECOM AES encryption for law enforcement and HAZMAT operations, TDMA Phase II infrastructure (subscribers will be phased in as capable), ISSI infrastructure (grant compliance), relicensing, tower site costs, repeater site equipment, master site equipment, backhaul costs (to include redundant backhaul paths such as a microwave ring), subscriber equipment, installation/optimization/system test, documentation and training, and adding two additional frequencies to the trunked system. Task 4, VHF Paging System Cost. See Task Three and assume all sites will be collocated with the 800 MHz P25 System.
