Bid 2013-11 - Delivery of Fuel Products to the Genesee County Highway Department

Summary of Specifications:
General Specifications: 

a. All fuel products proposed in this bid must conform to all current Federal, State and Local pollution control regulations. 

b. Vendor shall have experience supplying fuel products within New York State and shall have experience doing business with municipalities located within New York State. 

c. The County price per gallon of fuel delivered to the Genesee County Highway Department will be based on a Supplier Charge added to the published “Oil Price Survey Report” average rack price posted for Buffalo, NY for the delivery period. 

Example: Supplier Price/Gal. + Average Rack Price = Total Price (.04+ 2.55 + $2.59 gallon) 

d. The Supplier shall supply the Genesee County Highway Superintendent with ten (10) days of receipt, a copy of the Oil Price Service Report to establish the Average Rack Price for Buffalo, showing cost to the County for fuels. 

e. The Supplier will not charge Genesee County for any tax on Motor Fuels including excise tax which the Supplier will pay and subsequently claim for reimbursement from the State of New York. 

f. Fuel Specifications and requirements: • Regular Unleaded; 87 Octane (R+M/2); lead 0.05 grams per gallon; 62 API gravity • #2 Ultra-Low Sulfur Diesel (S15) meeting ASTM D975; Cetane Rating of 40 or higher; meet emissions requirements as of October 15, 2006 for ultra-low sulfur • Winter Diesel shall be produced with additive to reduce diesel cloud point to at least -20 degrees F. All mixing of additive shall occur at the rack. • B5 Biodiesel shall be a blend of 5% pure biodiesel meeting ASTM D6751 and 95% petrodiesel meeting ASTM 975. B5 blend must meet properties of ASTM D975. Producers and suppliers of biodiesel and biodiesel blends are required to be registered under the BQ-9000 fuel quality program. Biodiesel blend shall be a homogenous blend. Winter additives shall be mixed the same as petrodiesel to achieve lower product cloud points. • All products must meet or exceed all current EPA and NYS standards and regulations for fuel products and emissions. • Product data sheets are required for all fuel products
