Oswego County is soliciting proposals from qualified consultants and/or companies (herein after referred to as “General Contractor”) with regard to the development of a trail to create public access to the Oswego River at a pre-determined site between Lock #5 in Minetto and Lock #6 in Oswego. All elements of the project are undertaken with funding provided by the New York State Department of State under Title 11 of the Environmental Protection Fund with cooperation of the New York State (NYS) Department of State, NYS Canal Corporation, NYS Department of Environmental Conservation and several federal, state and local agencies and officials. Work plan (Appendix B) and drawings attached.
The project includes development of the proposed trail, as outlined in the Bid Plans, on a 7.83-acre, County-owned property (Project Site) on the east bank of the Oswego River for canoeing, kayaking, fishing and appropriate recreational activities. The need for public access to this portion of the river has been identified in several planning documents dating back to the 1980’s including, but not limited to, the Oswego River Scenic Assessment, The Oswego County Comprehensive Plan, the Proposed Peacemaker Trail and The New York State Canal Recreationway Plan.
