These specifications cover Bituminous Concrete (Hot Mix Asphalt and Cold Mix Bituminous Concrete forCold Patching) which is to be manufactured by the bidder and picked up at the manufacturer’s plant by County forces for use in the maintenance, construction and reconstruction of County roads and/or County facilities. This contract is being fully or partially funded with Federal Assistance provided to Putnam County by the US Department of Treasury under the American Rescue Plan Act (“ARPA Funds”), Section 602(b) and 603(b) of the Social Security Act, Pub. L. No. 117-2 (March 11, 2021) and is subject to certain requirements including 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards.
