An open-end award will be made to vendors submitting bids meeting Rensselaer County specifications and/or Best Value according to NYS GML § 103 as defined in NYS Finance Law § 163 for each Category. Rensselaer County reserves the right to reject any and all bids received, waive any informalities and re-bid, if necessary, when it appears to be in the County’s best interest.
The contract also covers providing International OEM parts for installation by County Mechanics. The County reserves the right to purchase parts and specialty services through applicable NYSOGS Procurement Contracts (i.e., NAPA for belts and filters), or through manufacturer's service facilities, (i.e., Cummins engine diagnostic service and repair). Parts and repair purchase decisions will be made in the County's best interest, taking into account part availability, cost, and shop schedules. Normally, parts and service will be purchased from the vendor(s) providing the lowest cost to the County for satisfactory delivery turn around.
All bidders must be primarily engaged in the business of heavy truck parts supply and repairs for the class of vehicles specified. The vendor must have engaged in this type of heavy parts supply and truck repair work a minimum of five (5) years immediately preceding the date of the bid opening. Vendors must be able to demonstrate to the Rensselaer County Engineer that they have the necessary facilities, experience, capability and financial resources to supply the parts and to perform specified types of work in a satisfactory and timely manner. By responding to this bid, the vendor guarantees that all work will be performed by qualified service technicians and in accordance with the best commercial practices. The County reserves the right to inspect the bidder's facility and to perform any investigations deemed necessary to insure that competent personnel and management will be utilized in the performance of the contract.
