Summary of Specifications:
The Rochester City School District (RCSD) is seeking Proposals for Expanded Pre-Kindergarten. RCSD will award full-day seats for three year old high need students. The District will contract with awarded agencies for an all-inclusive flat-rate not to exceed $9,000 for 6 hour full-day programs or $4,500 to convert current half-day programs to 6 hour full-day programs for 180 days of service. The flat rate provides for all expenses, including any program transportation the agency might choose to include within their plan. Transportation is not a requirement for Expanded Pre-Kindergarten programs, although, it is encouraged. Agencies will be reimbursed for their approved actual expenses to deliver the Expanded Pre-Kindergarten program within budget guidelines up to the maximum flat rate per child.
Year one will be prorated at 1/180th, with an anticipated start date of January 4, 2016 for 108 days. In renewal years, the program will begin on or around September 1st and end June 30th and will operate for 180 school days that follow the District’s school calendar. A full-day program must be provided for 6 hours, 60 minutes of which will be a rest time. Agencies must be capable of providing a breakfast and lunch to students. The program must align daily with the Instructional Day Schedule.
Student selection for seats in both agencies and schools will be made through a lottery process conducted by the Student Placement Office. The criteria for the lottery will be based on high need indicators which include: eligible for free/reduced meals, special education, and ELL status. Families will be required to register for the Expanded Pre-Kindergarten Program at the District Central Offices located at 131 West Broad Street.
