DESIRED OUTCOMES

Graduating from high school ready for college and career: All youth should receive a quality high school education and graduate with the skills and tools needed to advance to postsecondary education or training.

PROPOSAL/CRITERIA

The Rochester City School District and the City of Rochester MBK Steering Committee is looking for proposals that support the above goal that utilize and follow these focus areas. Agencies must address at least one of the focus areas:

Mentoring Programs that contain life skills youth development; Youth Empowerment; Cultural enrichment; Academic support services

Employment and Career Development that utilizes existing community opportunities and develop school partnerships

Advocacy services that provide supports to students and families that find themselves in crisis; involved in the justice system; in need of mental health, substances abuse and housing services; homeless or in of emergency housing

Academic Supports that include parent training and development; tutoring; career and college planning

Youth Development programming that includes leadership development; Cultural enrichment; Life skills development; recreation programming that utilizing a strong youth development model; community service and service learning

Policy and System Change that address the following: Policy reform of the following systems – justice, education, health, economic

CURRENT STATUS

The purpose of My Brother’s Keeper Challenge Grant is to support the Rochester City School District acceptance of the My Brother’s Keeper initiative to have a 90% graduation rate for all boys of color in New State and implement a coherent outcomes-based cradle-to-college strategy aimed at improving the life outcomes for youth, particularly for BYMOC (boys and young men of color). Through this Request for Proposals (RFP) process, the Rochester City School District, The City of Rochester and the My Brother’s Keeper Steering Committee will fund contracts to eligible organizations and individuals.

The Rochester City School District (RCSD) is a high-needs urban district located in the City of Rochester, Monroe County, New York. The City of Rochester and the RCSD have accepted the National and New York State MBK Challenge to support the achievement of boys and young men of color through the MBK Milestones:

Getting a Healthy Start and Entering School Ready to Learn All children should have a healthy start and enter school ready – cognitively, physically, socially, and emotionally.

2. Reading at Grade Level by Third Grade All children should be reading at grade level by age 8 – the age at which reading to learn becomes essential.
3. Graduating from High School Ready for College and Career All youth should receive a quality high school education and graduate with the skills and tools needed to advance to postsecondary education or training.
4. Completing Postsecondary Education or Training Every American should have the option to attend postsecondary education and receive the education and training needed for the quality jobs of today and tomorrow.
5. Successfully Entering the Workforce Anyone who wants a job should be able to get a job that allows them to support themselves and their families.
6. Keeping Kids on Track and Giving Them Second Chances All youth and young adults should be safe from violent crime; and individuals who are confined should receive the education, training, and treatment they need for a second chance.

Schools Identified for Milestone #3 (Not Limited to)

The District proposes to implement National MBK Milestone #3, Graduating from high school ready for college and career, within this context we have currently identified 2 schools; but not limited to:

Leadership Academy for Young Men (LAYM), a 7 – 12 secondary school and supports to be provided to Edison Career & Technology High School (Edison) a 9 – 12 secondary school. Both schools are labeled as CSI (Comprehensive Support & Improvement) schools that were placed into Receivership status in January of 2019 by New York State Department of Education. LAYM is an all-male school that the District proposes to rebrand as a highly sought-after secondary MBK school.
