1. Introduction
The following sections define resources and supporting services to support needs of a Rochester City School District (RCSD) project for a new Enterprise Resource Planning (ERP) and Human Capital Management (HCM) system.
2. Resource Services
Technical and business focused resources are required for a complex project. The project involves RCSD resources and an external “system integrator” resource team. Internal RCSD resource needs and skills are scarce and limited due to current job responsibilities. The external system integrator team will focus on the selected product and application configuration and deployment activities; they will also provide some guidance and knowledge transfer to RCSD staff. Requirements exist to augment the current RCSD resources and provide needed skills and experience to successfully support the project objectives and deliverable needs. In some cases, backfill resources may be needed.
Requirements to meet this need are defined by the following list.
• One or more qualified resources are available from the source entity to meet defined skill and experience needs (e.g. a pool of candidates is available from a single source)
• Resources can fulfill needs on a consulting or contracting basis that adhere to RCSD policies and procedures
• Candidates are available for review on short notice (less than 1 month)
• All candidates must be interviewed and selected by RCSD
• Candidates can be available for full time, part time, short-term (3 months or less), or long term (up to 2 years) needs based on the position and project needs
• Candidates can work using computer devices not supplied by RCSD; access to requires systems and applications will be provided
3. Resource Needs
The following list identifies resource needs identified for a specific and current RCSD project. The overall project will use a System Integrator company, internal RCSD resources, and possible consulting or contracting resources. In addition, some needs may be supplemented with co-op students.
3.1 Firm Needs
• Project Manager – additional resource that supports primary RCSD project manager; may be a consultant, but able to manage sub portion of the overall project
• Business Analyst – senior analyst able to support business needs for process and workflow definition and documentation; support inventory of process documents; may support testing and training needs
• Test or Quality Assurance Leader – guides project testing strategy and plan with oversight of user acceptance and problem reporting
• System Management Leader – focused in defining process and procedures to manage quarterly product updates and all activities need to support migration of release to Production environment
• Change Management Leader – able to define change management plan and support communication and training needs; work with key stakeholders and senior leaders
3.2 Optional Needs
• Data Analyst – support for data cleansing, data validation and data migration or archival
• Technical Analyst - support for application integration needs
