III.        SCOPE OF WORK:

Westchester Community College seeks a provider who can assist the College in marketing to adult learners. These are adults who have a higher likelihood of enrolling in a community college, whether to pursue workforce training, a college degree, or ESL classes.

The following will be expected of the winning proposal:

• Access to a database that identifies those adults who:
  • have a higher likelihood of registering at a community college; and/or
  • have interest in online-only education; and/or
  • have probabilistic intent for enrolling in education and training programs
• Provide statistically sound search parameters for adult learner recruitment
• The database/tool should use publicly and commercially available data sources, as well as specific data that can be used as a marker to determine likelihood of enrolling in college
• Unlimited access to the data during the period of the contract
• Contact information for those on the database
• Minimum of one update of the database per year
• Ability to create person-level audiences based on data and probabilities
• Provide a geographic focus in and around Westchester County, NY
• Provide training for SUNY WCC staff to search the database
