Description

PURPOSE OF REQUEST
To seek applicants to the above homeless services related programming to ultimately provide integrated, trauma informed services to the homeless or housing unstable population in Tompkins County with an overarching goal to assist persons in connecting to available funding to enable achieving permanent housing and stability.

BACKGROUND
Tompkins County’s Department of Social Services (hereinafter “DSS”) is soliciting proposals for the provision of the services described below to homeless persons in our community.

Provision of sheltering for persons who are considered “Code Blue” eligible. This program which operates when a combination of temperature and wind chill are 32 degrees Fahrenheit or colder as determined by the National Weather Service for Tompkins County provides sheltering to individuals and families.
While a single provider for code blue services may be preferable, the county may consider proposals that would serve specific populations or sites that would provide a limited number of beds or cots.

Homeless sheltering is an essential element of our community’s social safety net, and the code blue shelter program is likewise a key to successful engagement with persons who are homeless and in need of services.

The selected agency (hereinafter “the Provider”) will begin operating code blue sheltering services any time the temperature is 32 degrees with wind chill and will operate for a minimum of 10 PM to 7 AM each of those 24-hour periods. Providers may be offered seasonal contracts annually to operate sheltering regardless of temperature within specific dates (e.g. October to April) if state regulations allow. Contracts for the above will be provided annually, depending on available state funding, and will be renewable with the same providers from year to year.

Tompkins County Social Services operates with the understanding that New York State may change funding for the programs listed above. Although significant changes are not anticipated, the conditions and standards applied to the potential appropriation have not been established and may impact the design and implementation of the local program. The Tompkins County Department of Social Service may modify or change contracts in the future based on the availability of funds.
