Description

BACKGROUND
Tompkins County’s Department of Social Services (hereinafter “DSS”) is soliciting proposals for the provision of the services described below to homeless persons in our community.

Provision of clean, safe Emergency Shelter for homeless persons who are either confirmed to be eligible for Sheltering under a public benefit or whose eligibility DSS has not yet determined. Timeframes for sheltering to be determined.

Operation of a daytime Drop-in Center for homeless persons, providing outreach, prevention, and other services including laundry, hydration and food, toilet and bathing facilities and promoting engagement and connection/referral to DSS and other community human services agencies as appropriate – current funding level for Drop In operations is $133,873 annually.

The emergency homeless shelter is an essential element of our community’s social safety net, and the day drop-in center is likewise key to successful outreach to and engagement with persons whose housing is unstable or nonexistent.

Ideally, the selected agency (hereinafter “the Provider”) will begin operating the shelter and day drop-in center beginning October 1, 2024. Contracts for each of the above will be provided annually, depending on available state funding, and will be renewable with the same providers from year-to-year.

Tompkins County Social Services operates with the understanding that New York State may change funding for the programs listed above. Although significant changes are not anticipated, the conditions and standards applied to the potential appropriation have not been established and may impact the design and implementation of the local program. The Tompkins County Department of Social Service may modify or change contracts in the future based on the availability of funds.

PURPOSE OF REQUEST
To seek applicants to all or each of the above homeless services related programming to ultimately provide integrated, trauma informed services to the homeless or housing unstable population in Tompkins County with an overarching goal to assist persons in achieving permanent housing and stability.
