Tompkins County Planning and Sustainability Department is seeking proposals for Mobility Management program and services. The goal of the Mobility Management program is to provide assistance to Tompkins County residents, with special focus on seniors, people with disabilities, low-income and underserved communities with breaking down transportation barriers through development and implementation of programs and services outlined and identified in the Mobility Management vision 2024-2027. The mobility management program serves the public through conceptualization, planning, developing and operating programs that respond to and influence the demands of the market. These actions and supportive strategies are performed directly or in collaboration with others to provide a full range of travel options that are more effective in meeting the needs of Tompkins County residents.
This Mobility Vision, in part, is intended to understand and address the transportation barriers for Tompkins County residents and visitors. A series of meetings and conversations were held with a variety of stakeholders (including residents, riders, drivers, nonprofits, and transportation providers). This multi-faceted approach was selected because it provided the broadest opportunity for understanding the transportation barriers that were limiting Tompkins County residents having access to social determinants of health.
In addition, information was drawn from the Tompkins County Transportation Equity Needs Assessment (TENA), conducted from February 2022-March 2024. The goal of the assessment was to understand the connectivity, strengths, barriers, and solutions related to transportation in Tompkins County and in particular underserved communities’ access to key services, opportunities, and amenities. The results of the assessment come from the analysis of the 2,197 responses received from residents across the County.
Solutions should encourage trip linking to reduce travel and wait times, expand access for paratransit users, provide equitable access to low-income and transportation disadvantaged communities, and prioritize connections to and utilization of fixed route transit service and other modes of transportation.
Mobility Management is defined as a Capital expense from FTA and NYSDOT, therefore the funding stream is 80% federal 10% State and 10% local match. The respondent awarded this contract will be required to have the 10% local match. Capital funds have been obtained through Federal and State formula grants to help fund this RFP.
