Tompkins County Planning and Sustainability Department is seeking proposals for a one call one click center service. The goal of the one call one clicks center. This one-call or one-click center will enable Tompkins County residents to make one phone call, search one website and app to receive information about all transportation services available in the community. This center will allow residents the ability to schedule, receive confirmation of, and pay for rides. One key component of this RFP is to have a volunteer-based driver program and other transportation modes to meet the needs of First Mile Last Mile and Rides to Recovery programs as outlined in the mobility vision plan.
The Mobility Vision, in part, is intended to understand and address the transportation barriers for Tompkins County residents and visitors. A series of meetings and conversations were held with a variety of stakeholders (including residents, riders, drivers, nonprofits, and transportation providers. This multi-faceted approach was selected because it provided the broadest opportunity for understanding the transportation barriers that were limiting Tompkins County residents having access to social determinants of health.
The one call one clicks center will also be responsible for developing and implementing a Volunteer Driver Program that will connect transportation services with volunteer drivers and passengers to get them access to employment, food source, medical services, education, and recreation (social determinants of health) and support programs,
Tompkins County currently has a small volunteer driver program (FISH) that transports residents to medical appointments. There is a need to expand these services.
In addition, information was drawn from the Tompkins County Transportation Equity Needs Assessment (TENA), conducted from February 2022-March 2024. The goal of the assessment was to understand the connectivity, strengths, barriers, and solutions related to transportation in Tompkins County and in particular underserved communities’ access to key services, opportunities, and amenities. The results of the assessment come from the analysis of the 2,197 responses received from residents across the County.
Solutions should encourage trip linking to reduce travel and wait times, expand access for paratransit users, provide equitable access to low-income and transportation disadvantaged communities, and prioritize connections to and utilization of fixed route transit service and other modes of transportation.
One call one Click Center is defined as a Capital expense from FTA and NYSDOT, therefore the funding stream is 80% federal 10% State and 10% local match. The respondent awarded this contract will be required to have the 10% local match. Capital funds have been obtained through federal and state formula grants to help fund this RFP.
