The Town of Cortlandt is requesting proposals from Qualified Developers of solar photovoltaic systems (SVS) for a Community Distributed Generation “CDG” project at Town Hall, 1 Heady Street, Cortlandt Manor NY, 10567. The Town is desirous to construct a canopy over its existing parking lot. The Developer shall be responsible to design, construct, install, finance, own, operate, maintain and decommission the SVS. In addition, the Developer shall evaluate the feasibility of coordinating with the installation of the SVS an energy storage system “ESS”.
There shall be no upfront costs to the Town or program participants. Bill credits generated as part of the SVS and ESS shall be sold to eligible Con Edison utility customers, with preference local Cortlandt residents through Subscription Agreements at competitive rates that create net cost savings for these customers. The selected Developer must be able to provide pricing based on the evaluation of the Town Hall site, industry costs and financing through State and Federal programs.
A Developer will be selected after the proposal is evaluated under the selection criteria set forth in this RFP. In no event shall the Town be bound by or liable to any Developer for any obligations with respect to this Project until an agreement has been reached and executed by both parties.
Proposals must be received no later than Thursday, March 30, 2023 @ 3 PM E.S.T.
