Advertisement for Bids Village of Cold Spring, Putnam County 85 Main Street Cold Spring, New York 10516 Separate sealed bids for the Replacement of Water Meters will be received by the Village of Cold Spring at the Village Offices at 85 Main Street, Cold Spring, New York until 2:00 PM, local prevailing time, on August 4, 2016 and then publicly opened and read aloud. Electronic Bids will not be accepted. Bidders Information and other contract documents may be examined at the Village Offices at 85 Main Street, Cold Spring, New York in the Village Clerk's office. The Village has also posted a copy of the RFP, only, on-line for review by potential bidders. Copies of these documents are available for a $20.00 deposit per set. A Pre-Bid Conference will be held at 1 PM, local Prevailing time on July 14, 2016 at the Wastewater Treatment Plant at 53 Fair St, Cold Spring, NY. Attendance at the Pre-Bid Conference is not mandatory for those wishing to submit a bid. Each bid shall contain an acceptable form of Bid Security in an amount equal to at least 5% of the amount of the Bid. The Security shall be payable to the Village of Cold Spring to insure that, if the Bid is accepted, the Bidder will execute the Contract and provide acceptable Performance and Payment Bonds within 10 days after the award of the Contract. The Village will award the contract to the responsible bidder with the lowest bid. OWNERS RIGHTS RESERVED: The Village of Cold Spring reserves the right to reject any or all bids and to waive any informality or technicality in any Bid, if the Village Board, in its sole discretion, determines that it is in the best interest of the Village. TERMS OF BIDS The Village hereby notifies all Bidders on the Project that: - Bidders are required to execute a non-collusion bidding certificate pursuant to the Section 103-d of the General Municipal Law of the State of New York; - The Village will insure that minority business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color or national origin in consideration for an award; - Bidders must observe conditions of employment and pay Prevailing wage rates under the Contract; - Bidders are required to comply with the provisions of Section 291 – 299, Human Rights, of the Executive Law of the State of New York.; and - Bids cannot be withdrawn within 60 days after the Bid Opening without forfeiture of the entire 5% guarantee fund. _______________________________________
